I am wondering if any municipalities have an operating agreement with private companies for services that are not or cannot be offered by your Transfer Station. For example, if your municipality  does not have a Transfer Station, do you have an agreement with a local company who can provide a place for residents to take their demo debris?  If so, does the municipality have any input into the amount charged to residents?
